Lyon, France Velo'V bike transportation program: http://www.velov.grandlyon.com.
Lyon has about the same population, number of bike users, bike lanes and trails, and similar public transportation systems as Portland.  It also has a similar geography (a major river runs though the city) and climate. The Lyon system has been very successful, with the following current figures according to the latest newsletter on this Web site:  "Distance ridden in first two years of program  25,796,651 km, the equivalent of 5,200 tons of CO2 produced the same distance if driven by automobile."
